Evidence
The claim matches reporting by Ukrinform, which on 28 Oct 2026 cited the Telegram monitoring channel Exilenova+. Mezha.net carried the same report, citing Exilenova+ and Supernova+. The channel said air defences were firing at jet-powered targets over Lipetsk and that a fire was seen near NLMK after air defence activity or a falling object. Ukrinform did not independently verify this. bne IntelliNews, citing Kyiv Post, repeated the Exilenova+ report. It added that Lipetsk's governor denied monitoring-channel reports of a fire at Novolipetsk Steel. I found no Reuters, AFP, Bellingcat or EUvsDisinfo fact-check of this specific incident. Earlier NLMK incidents are separate events: a July drone attack, a Feb 13 attack, and a Feb 2024 strike. In Feb 2024 the governor confirmed a fire in one shop.

Confidence
Little or no independent corroboration was found - this reflects the current state of public evidence, not a guess.
