Several National Weather Service offices issued short-fuse flood and thunderstorm products on the afternoon of August 3. NWS Wakefield, Virginia issued a Flood Advisory at 3:41 p.m. EDT valid until 6:45 p.m. EDT, and NWS Wilmington, North Carolina issued a Flood Advisory at 3:37 p.m. EDT in effect until 5:30 p.m. EDT. NWS Blacksburg, Virginia also released a Special Weather Statement at 3:37 p.m. EDT, typically used to flag strong but sub-severe storms capable of gusty winds, frequent lightning and brief heavy rain. Flood advisories are issued when rainfall is expected to cause nuisance flooding of roads, low-lying areas and poor-drainage locations rather than life-threatening river flooding. The cluster of alerts reflects a typical summertime pattern along the Mid-Atlantic and Carolina coastal plain, where humid air and slow-moving thunderstorms can drop intense rainfall over small areas in a short time. Drivers are advised not to attempt to cross flooded roadways, as even shallow moving water can be hazardous.
