A low-pressure area near the Philippines rapidly developed into Tropical Cyclone Kiyapo (international name Noul) in late July, intensifying into a tropical storm on July 24 as it approached extreme northern Luzon, prompting PAGASA to raise tropical cyclone wind signals. The system continued to strengthen, rapidly intensifying into a typhoon after exiting the Philippine Area of Responsibility, with Wind Signal No. 1 remaining in effect over parts of Northern Luzon.
