The southwest monsoon, or habagat, produced weeks of variable weather across the Philippines' Visayas region, including Cebu, through late July and August. Heavy rains on July 21 caused the Guadalupe River to swell and flooded streets in Mandaue City, while PAGASA continued to track low-pressure areas and issue daily forecasts of isolated rains, thunderstorms, and fair-to-cloudy conditions as habagat effects fluctuated in strength. The monsoon's winds also prompted precautionary measures for the Ironman 70.3 Lapu-Lapu triathlon on August 9 due to forecast strong winds and rough seas. PAGASA reported the habagat easing at times before isolated rains persisted into mid-August, with conditions remaining fair to cloudy in Cebu as of August 16.
