Moscow dismissed calls for a truce covering the Black Sea, with the Russian Foreign Ministry saying it saw no grounds for "half-measures" that would give Ukrainian forces a respite. Spokesperson Maria Zakharova said Russia had received no formal proposal for a moratorium on strikes and argued the West had already broken its word during the earlier grain and maritime arrangements. Reuters had reported that Kyiv passed a proposal for a mutual halt to attacks on civilian targets in the Black Sea through an intermediary, most likely Turkey, after Turkish Foreign Minister Hakan Fidan said on 8 August that Ankara had forwarded such an initiative. Ukraine continued diplomatic outreach on the issue, with acting Foreign Minister Andrii Sybiha holding a phone call with Greek counterpart Giorgos Gerapetritis focused on the Black Sea situation as Russian attacks on ports and shipping persist. The exchanges matter because Black Sea corridors carry much of Ukraine's grain and container exports, and both sides have struck vessels and port facilities. Russia's refusal signals that partial ceasefire formats remain unacceptable to Moscow without broader concessions.
