The southwest monsoon, or habagat, produced persistent rains and periods of fair-to-cloudy weather with isolated thunderstorms across Cebu and the Visayas through late July and mid-August. PAGASA reported the monsoon's effects easing at times before rains and fair conditions alternated in subsequent daily forecasts, including into the week of August 16.
