Tropical Cyclone Kiyapo (international name Noul) intensified into a tropical storm on Friday, July 24, as it approached extreme northern Luzon in the Philippines, prompting PAGASA to raise Tropical Cyclone Wind Signals over parts of the region. The storm rapidly intensified further into a typhoon after exiting the Philippine Area of Responsibility, though Wind Signal No. 1 remained hoisted over parts of Northern Luzon as it moved away.
