A low-pressure area inside the Philippine Area of Responsibility was assessed by PAGASA as having a 'high chance' of developing into a tropical depression in late July. The system organized into Tropical Cyclone Kiyapo (international name Noul), intensifying into a tropical storm as it approached extreme northern Luzon, prompting PAGASA to raise Tropical Cyclone Wind Signals over parts of the region. Kiyapo subsequently rapidly intensified into a typhoon after exiting the Philippine Area of Responsibility, though Wind Signal No. 1 remained hoisted over parts of Northern Luzon as the storm moved roughly 320 km west of Basco, Batanes.
