Throughout late July and August, the Philippine weather bureau PAGASA issued a series of routine forecasts tracking the southwest monsoon (habagat), several low-pressure areas, and Tropical Storm Peilou, most of which were assessed as having low chances of intensifying or directly affecting the country. Conditions in Cebu and the Visayas fluctuated between fair skies with isolated rains and periods of monsoon-enhanced rainfall, with PAGASA periodically forecasting brief thunderstorms and gusty winds. Amid these conditions, precautionary measures were also issued for the IRONMAN 70.3 Lapu-Lapu triathlon in Cebu due to forecast strong winds and rough seas from the habagat, while officials elsewhere confirmed the monsoon's effects were easing over the Visayas after a period of persistent rain.
