Tropical Cyclone Kiyapo (international name Noul) rapidly intensified into a typhoon after moving closer to extreme northern Luzon, prompting PAGASA to raise Tropical Cyclone Wind Signals over parts of Northern Luzon. The storm later exited the Philippine Area of Responsibility, though Signal No. 1 remained in effect in northern areas as it moved away.
