Over several weeks, PAGASA issued a series of routine forecasts for Cebu and the Visayas describing generally fair-to-cloudy conditions punctuated by isolated rains and thunderstorms tied to the southwest monsoon, or habagat. The bureau also tracked low-pressure areas within and outside the Philippine Area of Responsibility that were deemed unlikely to develop into tropical depressions, while noting periods when the monsoon's effects weakened after bringing persistent rain to the Visayas.
