A low-pressure area inside the Philippine Area of Responsibility was assessed by PAGASA as having a high chance of developing into a tropical depression, and it subsequently intensified into Tropical Cyclone Kiyapo (international name Noul). The storm strengthened further into a typhoon as it moved closer to and then past extreme northern Luzon, prompting PAGASA to raise Tropical Cyclone Wind Signals, including Signal No. 1, over parts of Northern Luzon before the system exited the PAR.
