Tropical Cyclone Kiyapo (international name Noul) intensified into a tropical storm and later rapidly strengthened into a typhoon as it moved near and then past extreme northern Luzon in the Philippines in late July. Pagasa raised Tropical Cyclone Wind Signal No. 1 over parts of Northern Luzon, which remained in effect even after Kiyapo exited the Philippine Area of Responsibility.
