Tropical Cyclone Kiyapo (international name Noul) rapidly intensified from a tropical storm into a typhoon as it moved closer to and then past extreme northern Luzon, prompting PAGASA to raise wind signals, including Signal No. 1, over parts of Northern Luzon even after the storm exited the Philippine Area of Responsibility.
