A Shin Bet veteran, Adi Rotem, publicly confirmed he held direct talks with Hamas official Hamad, with approval from Israel's political leadership, after concluding that mediator Qatar was acting in bad faith and that negotiations through it were going in circles. Rotem said the killing of six hostages by Hamas captors in August 2024 was "the last straw" that prompted the shift to direct engagement.
