Tropical Cyclone Kiyapo (international name Noul) intensified into a tropical storm in late July as it approached extreme northern Luzon, prompting PAGASA to raise wind signals over parts of the region. Kiyapo later rapidly intensified into a typhoon after exiting the Philippine Area of Responsibility, though Wind Signal No. 1 remained hoisted over parts of Northern Luzon.
