Throughout late July and August, the southwest monsoon (habagat) drove fluctuating weather across Cebu and the Visayas, alternating between fair, partly cloudy conditions with isolated rains and periods of stronger monsoon-enhanced rainfall. PAGASA also tracked minor systems including Tropical Storm Peilou, which moved away from the Philippines without impact, and two low-pressure areas deemed unlikely to develop into tropical depressions.
