Tropical Cyclone Kiyapo (international name Noul) intensified into a tropical storm on July 24 and then rapidly into a typhoon as it moved closer to and past extreme northern Luzon, Philippines. PAGASA raised Tropical Cyclone Wind Signal No. 1 over parts of Northern Luzon, which remained in effect even after Kiyapo exited the Philippine Area of Responsibility.
