Throughout late July and August into early September, the Philippine weather bureau (Pagasa) issued a series of forecasts for Cebu and the wider Visayas region tracking the effects of the southwest monsoon (habagat), including periods of rain and thunderstorms, fair weather spells, and monitoring of low-pressure areas. Several tropical cyclones were tracked during this period, including Tropical Storm Peilou, which moved away without affecting the Philippines, and Typhoon Kiyapo (Noul), which intensified after exiting the Philippine Area of Responsibility while wind signal No. 1 remained up over northern Luzon. The monsoon also prompted precautionary measures for events such as the Ironman 70.3 Lapu-Lapu triathlon due to forecast strong winds and rough seas, and continued to influence conditions during the Halad sa Pagtuo 2026 festival. Pagasa has issued daily localized forecasts throughout the period, generally describing partly cloudy to cloudy skies with isolated rains and thunderstorms across Cebu and the Visayas.
