Tropical Storm Edouard formed in the Gulf of Mexico in early September, briefly threatening to reach hurricane strength before making landfall in Louisiana and weakening into a tropical depression. The storm dumped extreme rainfall across southeast Texas, with 18 to 20 inches falling over two days in Hardin County alone, flooding homes and roadways. Texas Gov. Greg Abbott warned that flooding, rather than wind, posed the greatest danger from the system, and the National Hurricane Center tracked continued heavy rain and gusty winds even after landfall.
