Vladimir Putin ordered the creation of an interagency commission tasked with applying temporary restrictive measures — described as 'humanitarian benefits' — to Russians who left the country and were convicted in absentia on what officials call 'political' charges. The decree was published on Russia's official legal information portal. The move extends Moscow's crackdown on dissent beyond those still inside Russia, targeting relatives of exiled critics and adding another mechanism of state pressure against emigres who have fled the country over the war in Ukraine.
