A tropical depression formed in the Gulf and strengthened into Tropical Storm Edouard, prompting warnings for Texas and Louisiana. The storm briefly threatened to reach hurricane strength before making landfall in Louisiana, then weakened back to a tropical depression, but continued dumping heavy rain and producing gusty winds across southeast Texas for several days. Hardin County, Texas, about 85 miles northeast of Houston, saw between 18 and 20 inches of rain over two days, flooding homes and roadways. Texas Gov. Greg Abbott identified flooding as the storm's biggest threat, and the National Hurricane Center warned of additional rainfall totals of 3 to 7 inches, with isolated amounts up to 12 inches, even after Edouard weakened. The storm's slow movement over the region prolonged flood risks well after its initial landfall.
