PAGASA, the Philippines' weather bureau, warned that a very strong El Niño is expected to develop by year's end, bringing way below-normal rainfall—potentially a 60% or greater reduction in monthly rainfall—to most of the country. Separate forecasts suggested this could become one of the strongest El Niño events ever recorded, with maps showing where the phenomenon could bring extreme drought to some regions while intensifying rain elsewhere.
