The ruling represents a setback for Budapest's efforts to block or slow EU military assistance to Ukraine funded through frozen Russian assets. Separately, the Parliamentary Assembly of the Council of Europe's legal committee proposed a mechanism to transfer frozen Russian state assets to Ukraine as compensation for violations found in rulings by the European Court of Human Rights, adding a new avenue for using frozen Russian funds to support Ukraine amid ongoing legal and political disputes over the assets.
