Former Tropical Storm Edouard made landfall along the northwest Gulf Coast in Louisiana before weakening to a tropical depression and stalling over southeast Texas, dumping torrential rain. Over a two-day period, parts of Hardin County, Texas, about 85 miles northeast of Houston, received between 18 and 20 inches of rain, causing widespread flooding of homes and roadways. The National Hurricane Center tracked the system as it lingered over the region, continuing to produce gusty winds and heavy rainfall even after being downgraded, prolonging flood risks across southeast Texas.
