Koretskyi described 'Russian terror' as growing, citing the mounting toll of strikes on commercial and industrial facilities. The announcement comes amid a wave of Russian strikes on Ukrainian cities that have damaged shopping centres, warehouses, factories and other commercial infrastructure, adding pressure on Ukraine's already strained wartime economy.
