Meteorologists including the Philippines' PAGASA are warning that a very strong, possibly record-setting El Niño is developing toward year-end, expected to bring way below-normal rainfall—up to a 60% reduction in some months—to much of the Philippines. Forecast maps also show the same El Niño could bring extreme drought to some regions while dumping heavy rain in others worldwide.
