PAGASA Administrator Nathaniel Servando said a very strong El Niño developing toward the end of the year is expected to bring way below-normal rainfall to most of the Philippines, potentially reducing average monthly rainfall by 60 percent or more in affected areas, raising concerns about drought impacts.
