Cebu Province and the wider Visayas region experienced an extended stretch of isolated rain showers and thunderstorms in recent weeks due to the southwest monsoon, or habagat, according to PAGASA forecasts. Conditions ranged from partly cloudy to cloudy skies with scattered rain, occasionally prompting precautions for outdoor events, while PAGASA separately projected a very strong El Niño would bring well-below-normal rainfall to much of the Philippines toward year-end.
