A report by the Multilateral Sanctions Monitoring Team (MSMT) — which includes the United States, South Korea, Japan, and eight other countries — found that as many as 25,000 North Korean citizens may be working in military drone production inside Russia, including at the Alabuga special economic zone in Tatarstan. The monitors said many of these workers are entering Russia on student visas. The findings add to mounting evidence of deepening military-industrial cooperation between Moscow and Pyongyang, following earlier reports of North Korean troop deployments and munitions transfers supporting Russia's war effort in Ukraine.
