A report by the Multilateral Sanctions Monitoring Team, involving the US, South Korea, Japan and other countries, found that as many as 25,000 North Korean citizens may be working in Russian military drone manufacturing, including at the Alabuga special economic zone in Tatarstan, often entering the country on student visas.
