The EU's Committee of Permanent Representatives (Coreper) failed for a second time to reach agreement on extending European Union sanctions targeting Russia over its violations of Ukraine's territorial integrity, including personal sanctions against Vladimir Putin and Sergei Lavrov. Diplomats will reconvene on Monday, September 21, to attempt to resolve the impasse. The repeated failure to secure consensus underscores continuing divisions among EU member states over the bloc's sanctions regime against Russia, even as other Western measures, including a new US sanctions package, move forward.
