Marat Kambolov, South Ossetia's prime minister and acting president, was declared the winner of the partially recognized republic's early presidential election, according to the region's Central Election Commission. Kambolov, a former Russian government official originally from North Ossetia in Russia, saw his rise enabled by a new treaty between Moscow and the breakaway territory.
