EU ambassadors have repeatedly failed to extend individual sanctions against Vladimir Putin, Sergei Lavrov and former Ukrainian president Viktor Yanukovych, as Slovakia and France push for the delisting of Russian oligarchs Alisher Usmanov and Mikhail Fridman. Diplomats are reportedly considering a 36-month extension of sanctions in exchange for removing the two oligarchs from the list, but no agreement has yet been reached. Separately, the EU's foreign policy chief Kaja Kallas said Brussels is preparing new, additional sanctions targeting organizers of Russia's recent Duma elections and candidates who ran in Ukraine's occupied territories.
