Ukrainian drones struck multiple Russian oil refineries on the night of September 20-22, including the Kuibyshev refinery in Samara Oblast, the Bashneft-Ufaneftekhim refinery in Bashkortostan, and the Moscow refinery in Kapotnya, causing fires and halting crude processing at the Moscow facility for what could be weeks of repairs. One person was reportedly killed in the Samara/Bashkortostan strikes. A residential building in nearby Kotelniki, close to the Kapotnya refinery, was hit by drone debris for the second time since June. The strikes, part of Ukraine's sustained campaign against Russian energy infrastructure, coincided with the final day of Russia's State Duma election voting and came despite an earlier Trump-announced energy truce that both sides have continued to violate.
