Four years after a Russian Criminal Code amendment took effect allowing courts to treat almost any crime committed since September 24, 2022 as having an aggravating 'mobilization period' circumstance, courts in practice rarely invoke the provision, despite the theoretical scope for harsher sentencing during the still-ongoing mobilization period.
