The change stems from Blizzard's Season 14 addition of a 'crafted' item tag to Mythic Uniques obtainable via the Horadric Cube, Blacksmith, or Jeweler, and it's unclear whether the resulting power spike is an intended design goal or an unaddressed exploit.
