The Council of Europe's Commissioner for Human Rights warned of a rapidly worsening humanitarian crisis in the Russian-occupied town of Oleshky, Kherson Oblast, calling for humanitarian access and civilian evacuation. Ukraine's military administration said no food supplies have reached the city since late May, with some of the roughly 2,000 remaining residents resorting to eating dogs to survive.
