Overnight drone attacks by Ukraine on September 24-25 hit Russia's Perm and Novoshakhtinsk oil refineries, along with a defense plant, radar stations, and industrial sites in Ulyanovsk, Voronezh and Rostov regions. Russia's seventh-largest refinery in Perm and the Novoshakhtinsk refinery in Rostov region, one of southern Russia's biggest fuel suppliers, both halted operations; at least two people were killed. Russia said it intercepted nearly 600 Ukrainian drones overnight. Drones also struck a DIY hypermarket in Russian-occupied Luhansk. The strikes have had knock-on economic effects: Krasnodar region declared a state of emergency after grain export infrastructure was crippled, leaving many farmers unable to sell their harvest.
