Putin claimed Ukraine attacked polling stations during Russia's State Duma elections on 19-20 September, damaging a school used as a polling station and homes of election officials, and said Russia will consider how to respond. He blamed Kyiv for the breakdown in peace negotiations, saying Ukraine must feel the effects of Russian retaliatory strikes. Putin also claimed Russian speakers' rights are violated in the Baltic states but denied Russia is preparing for war against Europe.
