Kremlin spokesman Dmitry Peskov said Ukraine would have to "pay the price" for recent actions and called the prospect of Starlink-enabled Ukrainian strikes deep inside Russia "reckless." Putin himself said Russia would not attack Europe but blamed Ukraine for the collapse of prospective peace talks, alleging Kyiv launched over 1,600 drones and struck polling stations during Russia's Duma elections, and said Russia's retaliatory strikes would be destructive enough that Ukraine would seek to negotiate.
