The EU extended its EUMAM training mission for Ukrainian troops by two years and will set up a coordination cell in Kyiv; five EU countries (Netherlands, Germany, Ireland, Denmark, Luxembourg) will finance upgrades to Ukrainian training centres; the bloc allocated €325 million for defence projects, four of which involve Ukraine; defence ministers began drafting a new emergency protocol against Russian hybrid threats; and Estonia urged the EU to ignore Moscow's threats and use frozen Russian assets to fund Ukraine's defence. A European Defense Agency report warned Europe is rearming too slowly to be ready against Russia by 2030.
