Ukraine's electricity consumption fell 9% year-on-year to a record low of 5.6 TWh due to Russian strikes on energy infrastructure, with power outages reported across eight oblasts including Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Odesa, Sumy, Chernihiv and Kharkiv. Ukraine's Prime Minister Serhii Koretskyi advised vulnerable Kyiv residents to begin arranging alternative winter housing given expected heat and power disruptions.
