Ukrainian authorities issued suspicion notices in absentia against two Russian-installed Donetsk officials accused of deporting 31 children to Russia under the guise of medical treatment; most remain in Russia. Norway pledged €2.3 million through UNICEF and the Red Cross to help find and return deported Ukrainian children and assist prisoners of war and detained civilians.
