Vladimir Putin signed a decree for the fourth time this year expanding Russia's armed forces, adding 15,500 positions and raising the authorized total to 2,441,630 personnel, including 1,550,500 service members. Zelenskyy said Russia has also begun additional mobilization, expanding recruitment of foreign nationals and preparing more North Korean troops for deployment, according to Ukrainian defense intelligence.
