At the Valdai Forum, Vladimir Putin rejected proposals for a mutual halt to Ukrainian strikes on Russian oil refineries and Russian attacks on Ukrainian shipping, calling the idea 'absurd' even though he estimated Ukrainian refinery strikes have cost Russia 1% of GDP. He said Russia's priority is domestic problems but the occupied Ukrainian territories will also be addressed, and repeated threats to use Russia's 'entire arsenal' of weapons, including nuclear ones, if Kaliningrad or any other Russian region is attacked, warning the world is in a 'dangerous moment.' Russia's embassy in Ireland separately posted an explicit nuclear warning to NATO over alleged plans to blockade Kaliningrad. Lithuania's president called the remarks increasingly reckless, Latvia's president said NATO nuclear weapons could be deployed on Latvian soil if needed, and the European Commission dismissed the threats as an intimidation tactic while confirming coordination with NATO. US President Trump separately said Ukrainian refinery strikes have affected diesel markets more than the Middle East conflict.
