The New York Times reported it had obtained a purported Russian Defense Ministry document outlining a plan to disable Ukraine's entire energy system, including cutting electricity and heat to three major cities by 90%; Ukrainian Energy Minister Denys Shmyhal reportedly showed the document to European politicians in late September. Separately, the Financial Times reported Russia plans a three-stage assault targeting substations, hydro plants and nuclear facilities, and intends to intensify attacks on Kyiv, Kharkiv, Odesa and Lviv to isolate them and pressure Ukraine over the winter. Zelensky told the Financial Times that Putin ordered military commanders to abandon the rules of war in airstrikes on Ukraine, citing intercepted communications, and separately warned Russia is targeting civilian infrastructure to force residents to flee Kyiv. Ukrainian officials have also voiced concern, per the NYT, that the country has only limited contingency plans for a major Russian strike on water infrastructure.
