At the Valdai Forum and in other remarks, Vladimir Putin said Ukrainian strikes on Russian refineries have cost Russia roughly 1% of GDP but rejected halting attacks on Ukrainian vessels in exchange for Ukraine stopping its refinery strikes. He also warned the world is living through a 'dangerous moment' and said Moscow would use all weapons, including nuclear ones, if its Kaliningrad exclave were threatened, while claiming he was ready to resume peace talks as early as September 21, but only on Russia's terms regarding occupied territory and Ukrainian neutrality. Separately, the Kremlin said it 'regrets' that the United States continues to link economic ties with Russia to progress on a Ukraine peace settlement, following talks in Washington involving special envoy Kirill Dmitriev.
