Ukraine's Defence Ministry said long-range strikes have knocked out more than 51% of Russia's oil refining capacity. President Zelensky said Ukraine would continue hitting Russian refineries in response to Moscow's 'new doctrine' of intensified airstrikes, and Russia reportedly increased planned 2027 military spending partly in response to the Ukrainian refinery and warehouse strikes.
