Hungary agreed to allow the opening of EU accession negotiating Clusters 2 (Internal Market) and 3 (Competitiveness and Inclusive Growth) for Ukraine, removing a key obstacle Budapest had previously raised. Separately, Hungary notified Brussels it intends to extend temporary protection to Ukrainian citizens of conscription age, a shift in its policy toward Ukrainian refugees.
